Product Evaluation

Goods for exportation shall be evaluated through several export processes to determine their eligibility as basis in granting a preferential tariff treatment by the Importing Country as mandated in respective Rules of Origin.

Request for Product Evaluation of Export Goods through the BOC Portal

Applicant opens a ticket to https://client.customs.gov.ph/ and submits complete documentary requirements for pre-evaluation of export products (Request for Pre-Evaluation in case of manufactured goods, etc) to Export Coordination Division/Export Division of the port where they regularly process their Export Declaration.

Documentary Requirements for Product Evaluation Report

DOCUMENTS
  • Cover letter to address to ECD Chief for Metro Manila applicants;
    Exporter should indicate the FTA/CO Form for the product to be evaluated.
  • Company Profile
  • Manufacturing/Production process flow chart
  • Breakdown of Cost Analysis
  • List of Raw Materials used (with the corresponding HS Codes)
  • Copy of CO, invoice or other documents to support the origin of the raw materials

Pre-Evaluation of Export Product

The procedure and requirements for applying pre-evaluation of goods are provided at the Bureau of Customs’ Customs Memorandum Order.

STEP 1
Application Process
The Client/Exporter applies for pre-export evaluation and submits all documents.
Submission Locations
Documents are submitted either at the nearest port (e.g., POM) or directly
to the Bureau of Customs-Export ordination Division (BOC-ECD).

ECD/Port Personnel evaluate the application using BOC's
internal pre-evaluation process

STEP 3
Product Evaluation Report (PER)
Once approved, the ECD/Export Division shall generate and issue a Product
Evaluation Report (PER) containing the list of qualified products and the bases of such
findings. The exporter shall be furnished a copy of the PER.
In case the application does not qualify with the Rules of Origin (ROO) and OCP of ATIGA, the ECD/Export Division
shall send a formal notice to the applicant, stating there in the reason for not qualifying.

All provincial applications for the issuance of Product Evaluation Report and Certificate of Origin are still to be filed with and processed by provincial Export Division pursuant to AOCG Memorandum Order No. 228-2020 re: Clarification on the Applicability of CMO 28-200.

5 YEARS
The Product Evaluation Report (PER) shall be valid for a period of five (5) years from the date of issuance. Notwithstanding its validity, the exporter must apply for a new PER for the same product in cases where tariff rate of an export product is affected by the issuance of a new ASEAN Harmonized Tariff Nomenclature (AHTN).

With the Product Evaluation Report and complete support documents, the cycle time for the issuance
of CO is half-day (about 4 hours from application).
