Product Evaluation

Goods for exportation shall be evaluated through several export processes to determine their eligibility as basis in granting a preferential tariff treatment by the Importing Country as mandated in respective Rules of Origin.

Product Evaluation Report (PER)

Product Evaluation Report (PER) is a document issued by the Export Coordination Division (ECD) or Export Division (ED) of the Bureau of Customs (BOC) after pre-evaluating export products applying for a Certificate of Origin (CO) and ensuring compliance with BOC requirements.

The Export Coordination Division (ECD) evaluates the list of export products applied in the PER, which qualifies with the Rules of Origin (ROO) and Operational Certification procedure (OCP) of the FTAs. The PER and CO can be filed at any provincial ECD of the local collection district. The list of pre-evaluated goods of each newly approved application, including the PER, for ATIGA can be uploaded thru the online platform.

The validity of the product evaluation report (PER), a requirement before export products can be issued a certificate of origin (CO), has been updated to five (5) years from the previous 3 years under Bureau of Customs (BOC).

For locally produced and/or wholly obtained export products, self-declaration by the exporter, manufacturer, trader exporting under various FTA shall be used as the basis when applying for the issuance of the Certificate of Origin in compliance to the existing laws, rules and regulations thereof.

Product Evaluation Report (PER)

For export products where the origin cannot be easily ascertained by its nature, the exporter must submit an application for pre-evaluation of every goods for export.
